Originally co-owned by Jack Morgan, David Lewis, and partners. Lewis also owned the "Cameo Club Casino" in Stockton. Morgan had owned the nearby "Axtion Jaxson Card Room" (also called "Jack's Club") in Lodi, closed the card room, and used it's card room license in order to open the "Wine County Casino".

It opened with 8 licensed card tables, later expanded to 11 tables, and finally to 13 licensed tables in 2012. Also called the "Wine Country Cardroom".
